Learn how Frank Balleste operates and stays ON TOP of business!

Cisca Construction CEO Frank Balleste has an innate sense for the construction business, working his way up from broom-pushing apprentice to CEO of a multi-million-dollar company. His knack for (and experience in) hiring, budgeting, timing and, yes, even interior design has drawn nationwide praise and recognition, but there was one thing that tripped up the businessman for a brief moment in time: naming his company. Originally dubbed “FGF Construction”, Balleste soon realized it wasn’t the best choice for his burgeoning business. “That name was horrific,” says Balleste with a laugh. Today, Miami-based Cisca (renamed for Balleste’s beloved grandmother, Francisca) is making the move back into a residential focus while balancing their commercial clients (think CVS, Walmart and Miami Dade College).

Here are 10 things to know about Balleste and the Cisca team.

 

1. IT’S A TRUE PASSION THAT DRIVES THEM.

For Balleste, the passion took hold more than two decades ago, propelling him up the ladder and into his ultimate dream of owning his own company. “I love this business. I cherish it,” says Balleste. “I think about it every five seconds of the day. Of a culture of achievement. Achieving goals and keeping our promises creates significance and enjoyment in our careers.’’

2. CISCA IS ALWAYS IN CONTROL. 

One of the things Balleste is proud of is Cisca’s knack for shaking up industry norms. Rather than subcontract work out to plumbers, roofers, and others, Balleste went about getting licenses in each area and then buying out companies to join the already-established Cisca. “I have 90-plus employees, from electricians to drywall to painters,” says Balleste. “Now I’m in control of my schedule and my budget. I don’t sub anything out and I don’t wait on anyone.”

3. THEY HAVE A SOLID MOTTO. 

Balleste says being in control (#2) allows Cisca to be more precise than others when it comes to schedules, timelines and budgets… a benefit that he rolled into a (succinct) company motto: “On time, on budget and no b.s.”

4. THEY ARE INVESTED IN EVERY PROJECT. 

Though he started in residential, Balleste’s roster of commercial clients kept him busy in that arena for many years, making Cisca’s refocus on residential even more exciting for the owner. “I love it, I like dealing with the client,” he says. “You put yourself in their shoes and realize that [the home] is like their child. I build like I’m doing it for myself.’’

5. THEY ENJOY THE CREATIVE PROCESS. 

It’s not all numbers (more on that later) for Balleste and his team; the seasoned builder says he truly enjoys the more creative aspects of his job, whether that means collaborating with owners on a paint color or drapery or bringing in his in-house architect to find clever solutions to challenges. “That’s just another piece of the puzzle I can give the client,” he says. “We can sit down and see what the needs are, go back and forth. We can bounce ideas off of each other and create solutions.’’

6. THEY SPEND A LOT OF TIME ON HIRING. 

With clients’ needs at top of mind, Balleste is most passionate about the people he works with, giving every potential employee a 50-question test at the beginning of the hiring process. Question one? “Can you read a tape measure?” He also values loyalty—citing how many of his employees have been approached by other companies and choose to stay with Cisca. “I want everyone to be happy when they’re driving into work, knowing they have the ability to grow within the company, and that they like their job”, he says. “They know I’ve got their back.”

7. THEY’RE HONEST. 

“Contractors have a bad name”, says Balleste, who personally approves every estimate that comes through the company. “They take deposits and never come back or have false insurance. I’ve seen it all. I want to bring a different breed of contracting to people.” That means keeping licenses and documents in order and up-to-date (Cisca is a state-certified general contractor) and giving clients straight talk on pricing and timing. “I’m not the cheapest guy or the most expensive guy, but I’m the guy who’s going to do it right the first time”, he says. “Trust me, you would rather pay it once the correct way.”

8. THE JOB’S NOT OVER UNTIL IT’S OVER. 

Balleste takes pride in what he calls his “punch-out” team, a three-man operation that thoroughly inspects every job at the close of construction. “They have a 25-to-30-page list”, he says. “They’re looking at everything. Drywall, skimming the wall, cuts of the baseboards… every detail. I’m blessed to have them.”

9. THEY REMAIN HUMBLE. 

Not one to forget his beginnings (“When I was starting out, I would have changed one shower tile if I had to”), Balleste says small connections can lead to larger partnerships. He cites one homeowner in Pinecrest who came to Cisca after four other contractors came through, damaging the bathroom and costing the owner in excess of $40,000. “I’ll never forget it. We did the project in two weeks and cleaned up all the other work that had been done”, he says. “From that little job we’ve gotten millions of dollars in work and referrals.”

10. THEY DO IT ALL. 

Steering back into residential work is also exciting for Balleste and the Cisca team, as it opens up various ways to keep the job exciting and inspirational. From interior and exterior renovations to additions, older homes (Balleste says he has done many restorations in Coral Gables) to new construction smart homes, Balleste says he loves every minute. “We do everything from A to Z”, he says. “I’m always pushing myself.”
